October 2023 Shutdown Guidance

UPDATED: Sept. 28, 2023 @ 3:00 p.m. (Eastern) |  In the event of a lapse in government funding, all instructor-led FAI CSOD courses starting on or after Oct. 2, 2023, will be rescheduled until further notice. FAI will contact students enrolled in courses that are subject to rescheduling and work with course vendors to communicate new course schedules. Please consult with your agency’s acquisition career manager or small agency representative and plan accordingly.

FAC-COR Competencies

The Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR) program is for acquisition professionals in the Federal Government performing contract management activities and functions. Contracting Officer’s Representatives (CORs) play a critical role in ensuring that contractors meet the commitment of their contracts. They facilitate proper development of requirements and assist Contracting Officers in developing and managing their contracts. The purpose of this program is to establish training and experience requirements for those acquisition professionals. The FAC-COR applies to all executive agencies, except the Department of Defense (DoD).

The FAC-COR program is built on competencies that reflect the knowledge, skills and abilities that CORs must possess to successfully perform their duties as members of the acquisition team. The FAC-COR competency model provides a framework for certification training offered by federal acquisition workforce training providers.

The revised FAC-COR core competency model is effective as of Oct. 1, 2022. It defines eight technical competencies that are applied by CORs across the acquisition lifecycle. Each competency has proficiency targets and behavioral indicators for each of the three FAC-COR certification levels. The model also defines 13 professional competencies that are critical to the success of all CORs. The competencies in the updated model were identified and validated by COR subject matter experts from across the federal civilian agencies. The competencies capture requirements that are shared by civilian agency CORs, but the importance of specific competencies may vary based on an agency’s policies and practices.
