FAC-C Policy Documents

The Federal Acquisition Certification in Contracting (FAC-C) Program is for contracting professionals in the federal government performing contracting and procurement activities and functions. The FAC-C applies to all executive agencies, except the Department of Defense.

On January 19, 2023, the Office of Federal Procurement Policy introduced the FAC-C Modernization Memo, representing the most substantial update in the last decade.  The program was launched on February 1, 2023, and introduced a streamlined, single-level professional certification process along with a mandatory certification examination.

Policy Letter 05-01, which was released on April 15, 2005, titled "Developing and Managing the Acquisition Workforce" from OFPP, set forth a government-wide framework for building a federal acquisition workforce equipped with the expertise required to deliver optimal value supplies and services, identify superior business solutions, and offer strategic business counsel to achieve agency objectives.
